Senator Phillips moved and asked unanimous consent for the                     
adoption of the Community and Regional Affairs Senate Committee                
Substitute offered on page 4012.  Without objection, SENATE CS                 
FOR HOUSE BILL NO. 259(CRA) was adopted.

Senator Taylor moved and asked unanimous consent that SENATE

advanced to third reading and placed on final passage.  Senator
